Thanks for your question. In the context you mentioned, both "tại" and "ở" means "at" as adverb to describe the verb "live". "Tôi ở Hà Nội" is shorten from "Tôi sống ở Hà Nội". Hope this makes sense and let us know if you have more questions.

I haven't been able to figure out when to use tại or ở.

Also, I learned the word for 'live' is sống. as in bạn sống ở đâu?

But seems people use just "ở" to mean live. tối ở Hà Nội. To mean I live in Hanoi.

Unless I am misunderstanding it...
